General Assembly
As a paid-up member, you will be welcome to attend the General Assembly (GA) which will take place in The Hague (World Forum Convention Center) on Friday 21 May 2010 at 16:30 during the 11th ESC Congress. As we can only allow paid up members into the Assembly, we kindly ask you to arrange your membership fee in time. All ESC members are entitled to submit motions for inclusion in the agenda of the GA. If you wish to do so, please forward your motion to the ESC Central Office no later than 20 April 2010. No proposals or motions can be accepted after that date. Those paid up members not present at the General Assembly may pass their voting right to another member attending the Assembly (one proxy vote only per paid-up member attending). 2010 will be an important year for your country representation. During the General Assembly (GA) in May in The Hague, members will vote, if any vacancies, for their representatives. The number of paid up members at the time of the GA of your country shall be used as a reference to determine the level of representation in the Board: 1 representative for 10 paid-up members and 2 representatives for 50 or more paid-up members. Following the agreement of the Board at Belgrade, please be aware that we are making changes to the application process for potential Board members. - All new members standing for election or current members standing for re- election to the Board will be asked to complete an application form. - In March 2010, the ESC will advise each country on the potential number of vacancies that will occur provided all members are paid up by noon of the day of the GA. Vacancies will include members standing for re-election and those standing down at the end of their mandate. Should the number of paid up members be less or more than expected, the country will be advised of the new number of vacancies just prior to the GA. - The completed application forms are returned to the CO. The closing date will be 12 April 2010. Because, the new rules have to be ratified by the General Assembly, this year we will be obliged to accept late applications. - Members who cannot attend the Congress may give their proxy vote to a fellow member. Proxy vote forms are available from the website. Please read the instructions carefully. A fellow member may only hold ONE proxy vote. These proxy votes MUST be registered with the CO prior to the GA. If not, they will not be able to be used. - At the GA, members are advised of the final number of country vacancies. - Voting will take place at the GA using an in-house electronic system. Each country will vote individually for their own country's representative. - Even if there is only one person standing for a vacancy, voting will still take place. - New members are then announced. - An informal meeting will be arranged after the GA for the new Board members to meet existing members. Note: a Board meeting will be held on the Saturday afternoon following the end of the congress. Potential new Board members should bear this in mind when arranging their travel.
